Every GeM bid has technical eligibility criteria, EMD requirements, delivery timelines, and OEM/authorization requirements buried in the PDF.
Quoting without reading costs money — EMD forfeiture on non-compliant bids is common.
Essential documents
EMD payment proof or MSME exemption certificate, OEM authorization letter (for dealers), technical compliance statement, past performance certificates, and GST invoice format samples.
For Make in India categories: local content percentage declaration and manufacturing certificates.
EMD and MSME waiver
EMD is typically 1–3% of bid value. MSME-registered sellers with valid Udyam certificates may be eligible for EMD exemption on many bids.
